As the environmental problem becomes more andmore serious in the development of society, it has drawn alot of attentions from every government. Industry promptsthe development of economy at the same time produces a lotof pollutions, such as smoke pollution and waste. Evaluatingthe efficiency of the departments of industry benefits districtgovernment to decide which departments should bedeveloped in priority. In this study, the new ratio model indata envelopment analysis (DEA) is proposed and appliedfor evaluating the industrial departments of Chongqing Cityof China. Moreover, some suggestions are given.
